The SHOROC Board
The SHOROC Board comprises the four Mayors and the four General
Managers of the four member Councils. The Board responsibilities
are shared by each Council on a rotational basis. The Mayor assumes
the SHOROC Presidency and his General Manager supports the Secretariat
in all administrative matters.
Mosman currently has executive responsibilities for SHOROC.
The SHOROC Chair is the Mayor of Mosman, Councillor Denise Wilton.

Dr Peter Macdonald, Mayor of Manly and President of SHOROC Inc. |
Dr Macdonald previously
served three terms on Manly Council and was Deputy Mayor from
1995 to 1996 and also represented Manly in the NSW State Parliament
for eight years.
Dr Macdonald has recently spent time working as a doctor
in Iran, East Timor and Papua New Guinea and operates a general
practice in Manly.

Denise Wilton, Mayor of Mosman |
Denise’s profession
is teaching with special experience in special education and
in teaching Aboriginal students.
Denise has been a Councillor at Mosman since 1999 and has
worked to initiate, consult, inform and lobby for community
issues such as access; traffic and safety measures; balancing
heritage conservation with resident needs and opposing over
development.
Mosman has a strong commitment to SHOROC and the work done
through the organisation to maintain and enhance the quality
of life for residents of the region. |

David James, Mayor of Pittwater |
| David has spent
his working life as a marine engineer most recently working
on Sydney Harbour tugboats. He has lived in the Pittwater/Narrabeen
area since he was a child and has a strong commitment to protecting
its environmental assets. He wants Pittwater to retain its
distinctive characteristics, and Pittwater Council to have
long-term planning policies that recognise the full implications
of major infrastructure problems.
David is a Board Member of Community Care Northern Beaches
and the Narrabeen Lagoon Restoration Project and is the President
of the Australian Institute of Marine and Power Engineers
(Sydney).

Dick
Persson AM, The Administrator of Warringah Council |
| Warringah Administrator Mr Dick
Persson AM was appointed on 20 July 2003 until August 2005
when an election for a new Council will take place. He brings
many years of experience in running large State Government
departments to the role. He was previously employed as the
Director-General of the NSW Department of Public Works and
Services. Prior to this, he was Director-General of the Queensland
Department of Health, and before that the Director-General
of the Queensland Department Of Housing/Local Government &
Planning.
The Administrator's role is to be both the Mayor and the
Councillors. On a day to day basis the Administrator acts
as both a Mayor and a Councillor, representing the interests
of residents, meeting with constituents, attending civic and
ceremonial events, and generally providing community leadership
as the face of the Council.
On a more formal basis the Administrator is the Governing
Body of the Council, and sits as the Council in Council Meetings.

The General Managers

Henry
Wong - General Manager, Manly Council |
| Henry was appointed
the General Manager of Manly in December 2002. While
he is new to Northern Beaches, Henry has had a long term involvement
with this region through the former Northern Sydney Regional
Economic Development Organisation.
Henry comes to the regional with a strong background
in and commitment to local government and is a
long standing supporter of voluntary Regional Organisations
of Councils (ROCs). He was on the Executive of
two ROCs prior to arriving at Manly.
Henry holds qualifications in engineering, management
and law. |

Viv
May - General Manager, Mosman Council |
| Born and still residing in the
SHOROC region with his family, Viv has held the position of
General Manager at Mosman Council since 1993.
He has spent his entire working life in local government
at Mosman, principally in administrative positions, being
promoted to the position of Town Clerk in July 1986. He was
awarded the Public Service Medal in the 1999 Australia Day
Honours List.
Viv has made a number of overseas study tours and has attended
IIMC, ICMA, SOLACE and IULA Congresses. He is an advocate
of voluntary local government structural reform and market-driven
delivery of services. He has presented a number of papers
to major conferences on these issues, as well as on the topic
of 'doing more with less' through partnerships with the private
sector. |

Mark
Ferguson - General Manager, Pittwater Council |
| Mark Ferguson was
General Manager at Coffs Harbour City Council from April 1998.
Prior to that he was a Director at that Council for eight
years. He has a total of 27 years' experience in Local Government.
He has an Executive MBA, a Business Degree specialising in
Economics and Local Government, as well as an Associate Diploma
in Local Government Administration. |

Rik
Hart - General Manager, Warringah Council |
Rik Hart took up the position
as General Manager at Warringah Council in March 2007.
Prior to that Rik was Chief Executive of Hutt City from January
2001 until February 2007. Hutt City is the ninth largest local
authority in New Zealand with an annual budget of $105 million
and assets totalling $1 billion. Under Rik’s stewardship
Hutt City developed from a heavily indebted and somewhat maligned
organisation into one which has not only substantially reduced
its debt burden but now exceeds its peers in national benchmark
customer satisfaction surveys. Many of the Hutt City’s
projects and processes have been recognised nationally and
some are likely to become industry standards in the near future.
Prior to his time at Hutt City Rik was Special Advisor to
the New Zealand government on the establishment of Industry
New Zealand (a new Crown Entity charged with Economic and
Regional Development).
Before his role of Special Advisor Rik was Chief Executive
Officer of the Department of State Development in Victoria.
There he was responsible for co-ordinating and driving the
economic development strategies that helped Victoria gain
its leading position. Before that he was Assistant Director-General
of MAF Fisheries in New Zealand.
Prior to his government roles, for many years Rik held a
number of senior positions within the private sector (predominantly
ICI) both in New Zealand and overseas.
His personal interests revolve mainly around family, yachting
and rugby. |
